On the recommendations of Balwantray Mehta Committee, Gujarat Panchayats Act, 1961 was introduced in the state since 01/04/1963.In order to strengthen the panchayats further in line with the 73rd Amendment Act of the Constitution, Gujarat Panchayats Act, 1993 was implemented with effect from 15/04/1994.

Passed the Diploma in Laboratory Technician/Medical Laboratory Technician/Medical Laboratory Technology/P.G. diploma in Medical Laboratory Technology/One year Medical Laboratory Technician Training Course/Laboratory Technician Training Course obtained from any of the Government Recognized institutes & 
Possess the basic knowledge of computer application as prescribed in the Gujarat Civil Services Classification and Possess Adequate knowledge of Gujarati
or Hindi or both
